The Port of Tacoma is the appointed fiduciary agent for the 2008 Port Security Grant Program (PSGP). Applications are currently being accepted.
The grant program provides funding for the protection of critical port infrastructure from terrorism. Public and private sector organizations, along with traditional ports, are eligible for funding. The project must have either a maritime security nexus and/or support the security initiatives of the Port-Wide Risk Mitigation Plan (PWRMP).
Total funding available: $388,600,000
Amount allocated to the Puget Sound Region: $26,001,293
The fiduciary agent: The Port serves as the primary point of contact with the Federal Emergency Management Agency (FEMA) for the application, management and administration of the program. The Port, however, is not the decision maker on the use of these funds.
The Port provides administrative and financial review of applications. All applications are then forwarded to the Puget Sound Area Maritime Security Committee (AMSC) for review, discussion and ranking. The awards are conditioned so that a regional consensus, in conjunction with Sector Seattle Captain of the Port (COTP) and the AMSC, must be reached on how the funding is used.
Projects that support PSGP funding priorities:
Enhancement of the port area's Maritime Domain Awareness (MDA)
Enhancing Improvised Explosive Device (IED) prevention, detection, response and recovery capabilities
Training and exercises (e.g., training programs approved by USCG and Maritime Administration (MARAD)
Efforts supporting implementation of the Transportation Worker Identification Credential (TWIC)
Projects that address priorities outlined in the applicable Area Maritime Security Plan (AMSP), as mandated under the Maritime Transportation Security Act (MTSA).
Projects that address additional security priorities based on the COTP's expertise and experience with the specific port area.
Projects that offer the highest potential for risk reduction for the least cost.
Must be fully compliant with relevant Maritime Security Regulations (33 CFR parts 101-106).
Resolve any open or outstanding Notices of Violation prior to the application submission deadline. Unresolved NOVs will result in the applicant being denied for consideration of FY 2008 PSGP funding.
